At a press conference on Tuesday, New York City Mayor Eric Adams said an initial investigation indicated that Tamura intended to go to NFL offices but took the wrong lift bank.
Adams said that the authorities found a note that was abandoned by the gunman, who suggested a complaint against NFL on a claim that he was suffering from chronic painful encephalopathy, or CTE.
CTE is a brain injury that is considered frequently associated with trauma.
Tamura played high school football in California, but never played at NFL, Adams said.
Gudel told New York employees that they should work far away on Tuesday and will increase security in the building in the coming days and weeks.
He also directed the employees to be mourning counselor and support options.
